Abstract:Cities'ability of reducing earthquake disasters is a complex system involving numerous factors. Moreover the research on evaluating cities" ability of reducing earthquake disasters relates to multi-subject, such as earthquake science, social science, economical science and so on. In this paper, firstly, the conception of cities" ability of reducing earthquake disasters is presented, and the ability could be evaluated by three basic elements: the possible seismic casualty, the economic loss during the future earthquakes and the time required for recovery after earthquake. Based upon these three basic elements, a framework, which consists of six main components, for evaluating city's ability of reducing earthquake disasters is proposed. Then, the statistical relations between the index system and the ratio of seismic casualty, the ratio of economic loss and recovery time are gained by utilizing the existing methods for assessing earthquake losses. At last, using the grey correlation method, the comprehensive index of cities'ability of reducing earthquake disasters is defined. Thus the relatively comprehensive theory frame is set up. The frame can be used to evaluate cities" ability of reducing earthquake disasters quantitatively, and the results will throw the light on the decision-making in reducing cities" earthquake disasters.

Abstract:Taken a new rural village development and improving seismic resistance ability of rural houses as underlying standpoint, the necessity, feasibility and objectives of "the seismic safe rural houses project (SSRHP)" are discussed in this paper. The main contents of this project include survey and seismic resistance assessment of rural houses, study and application of practical anti-seismic technology, development of seismic safety demonstration village/region, seismic safety education and construction techniques training, establishment of seismic safety technologic service network, investment mechanism, promotion policies and international cooperation for construction of seismic safety rural houses.

Abstract:The result of a series of studies on base isolated structures carried out by the writer's research group from the view-point of performance, analysis and design of LRB isolated structures is presented. The studies include a cyclic test of rubber isolator in cold environment, real mode superposition method for dynamic analysis of non-proportionally damped isolated structures, a computer software for analysis and design of isolated structures, dynamic stability analysis of basement column serially connected with rubber isolator, control algorithms for smart isolation in regions with high earthquake intensity, and the standard drawing for the detailing design of base isolated buildings. A brief introduction is also made to some isolated buildings, designed by the writerg research group, with application of LRB isolators.

Abstract:Through the study on the relative regional seismic activities in Qinghai -Tibet plateau which were influenced by strong earthquakes occurred in the east and the west antenna of Indian plate, a quantitative method of relativity analysis for different regional seismic activities is introduced, and is used to solve the practical problems. The results show that two antennas take on different action. The strong earthquakes occurred in Assam region provoked the seismicity of Qinghai - Tibet plate, and that in Pamir region had less influence to Qinghai -Tebet plate. Compared R-value with the result based on plate dynamical mechanism, the validity of this method is confirmed.

Abstract:Using the vary original GPS observation data since 19905 in western China, combining with the geological structure and recently earthquakes (Ms ≥ 6.0 ) in the same area, the relationship between the background of regional nowadays horizontal crust movement and deformation which are revealed by GPS observation and strong earthquake activity are analyzed. Moreover depending on the emergency GPS observation results in Sichuan-Yunnan area in Jun. 2005 after Indonesia Ms 8.7 earthquake, the horizontal movement and deformation characteristic in this area as the far off field response to Indonesia Ms 8.7 earthquake are researched. In this foundation, the infection of Indonesia Ms 8.7 earthquake to earthquake activity tendency in western China are analyzed and discussed.

Abstract:In this paper, first the origin, present developing situation and popular management ideas of international disaster searching and rescuing works are synthetically summarized, meanwhile some relative organizations and their functions on international disaster emergency response and rescue under the frame of U.N. as well as their important role in international disaster rescue actions are appraised. Also the development of the earthquake disaster emergency response and rescue works and the present emergency commanding system in China are introduced. As the focul point, the course and experiences of earthquake emergency management from Earthquake Adiministration of Yunnan Province are expounded in detail, which is the change course from depending on experience to standardization, normalization and legalization. At last, some suggestions for future works of earthquake emergency management in Yunnan Province are put forward.

Abstract:In this paper, as the main idea that confirming and bring geodetic deformation monitoring and prediction into play the foundational action, advancing the cause of precautions against earthquake and decreasing disaster continuancely and assort with development in west China, the works of geodetic deformation monitoring and prediction for the earthquake since 1970's to "nine-five" prophase in west China are reviewed simply, and the main advances of it from "nine-five" anaphase to today are introduced. Abstract:The characteristics of the ecological system in western region of China is outstanding, and the earthquake activity is also strong and frequcnt in this region. The ability bearing with seismic disaster for ecological system in western region of China is very weak. There is an overall connection between seismic disasters and other natural disasters,with systematic or network characteristics. The network characteristics mainly are continually occurring, occurring in groups, long-standing influence and connection in a long distance . At last nine basic defensive measures for seismic disaster of ecological system in western region of China are put forward.

Abstract:The induced reservoir earthquake caused by storing water in the Three Gorges Reservoir of Yangtze River and other reservoirs have been the prominent characteristic of seismicity in Chongqing area. In this paper, some measures for the induced reservoir earthquake monitering and relative earthquake protection and disaster mitigation in Chongqing Municipality are introduced, mainly on basic research, constraction of monitering network, coorperation with internal and international scientists and trying obtain the help from government and society.

In rural area, because of economy failing behind, most houses can not meet requirement for earthquake resistance protection.
